    Direct-award consultancy assignment
    The assignment of the consultant involved producing a report including all of the information and analysis required by the European Investment Bank as part of the appraisal of an airport project. In this instance the project was the Dubrovnik airport expansion project.

    Specific activities
    The consultant report included the following sections:
    • Description of past traffic trends of Dubrovnik airport, current composition of traffic and likely future long-term traffic trends at the airport.
    • Description of the regulatory system to set aeronautical charges and description of the current profile of non-aeronautical revenues. Judge the likely future performance of airport revenues.
    • Review the economic appraisal document produced by Ramboll, making a critical assessment of its findings.
    • Conduct a simplified, high-level financial appraisal and cost-benefit analysis of the project (results reported in 2 pages, plus spreadsheet with calculations)
