    Bernard Gallagher quoted on BBC Radio News: "People have to be careful to stay within the law.  If it goes only as far as detecting and passing information onto the police, the police would be content with that.  If they confront offenders there is a risk of contaminating evidence, breaking the law themselves and them being assaulted."
