Abstract
There are many obstacles and challenges to deliver a harmonised and coherent approach to the issue of risk reduction. Three of the key challenges which are often in the debate is the contrasting approaches traditionally used for Climate Change Adaption (CCA) Vs. Disaster Risk Reduction (DRR), Science vs. legal/policy issues in risk reduction and national approaches to trans-boundary crises. Accordingly, it is now widely recognised the need to integrate CCA and DRR, match legal and policy background to absorb scientific innovations and the management of trans-boundary crisis among the nations. Based on findings of desk-based literature review, conducted by a project called ESPREssO funded by the EU horizon 2020 programme, this paper reviews the key issues associated with the above mentioned key challenges which are integrating CCA and DRR, Matching scientific innovation with the legal and policy backgrounds and the trans-boundary crisis management. Findings reveal issues related to governance such as institutional barriers, funding issues. issues related to communication and issues related to the concept of risk which should be addressed in order to overcome these challenges.
