Abstract
This Letter analyses the impact of the outage probability on the outage capacity and the expected source distortion of information transmission to non-orthogonal multiple access (NOMA) users with a fixed set of power allocation coefficients. The analysis shows that the outage probability at which a strong user experiences the maximum outage capacity (and the minimum expected distortion) is characteristically different from that of a weak user. Moreover, the outage probability that maximises the outage capacity does not provide the minimum source distortion for both users. The analysis is validated against simulation.
