Abstract
This paper explores the benefits and barriers towards the bilateral sharing of threat intelligence (TI) between the Government and private sector. The paper presents a two-stage study, comprising a literature review and insights from a workshop at a Government Cyber Security Advisory Board (GCAB) meeting, including experts from government, industry, and academia. The paper highlights the importance of TI for proactive defence against cyber threats and identifies barriers such as trust issues, legal concerns, and the complexity of sharing sensitive information. The findings from both stages are combined to arrive at 7 key recommendations. These recommendations aim to enhance collective cybersecurity by overcoming existing barriers and promoting effective bilateral TI-sharing practices between the Government and private sector.
