Abstract

Article 5C of the Private Tenancies (Northern Ireland) Order 2006 as inserted by Section 7 of the Private Tenancies Act (Northern Ireland) 2022 (the Act), placed a duty on the Department to research and consult on the implications of exercising the powers contained in the Act, to introduce regulations to implement a rent decrease of up to 10% and/or a rent freeze for up to 4 years and to lay the report before the Assembly and publish it within 6 months of the Act receiving Royal Assent.

The Chartered Institute of Housing (CIH) were commissioned to carry out independent research and produce a report on the Department’s behalf to support its responsibilities under Section 7 of The Private Tenancies (Northern Ireland) Act 2022.
