Abstract

This study was conducted to understand how UK public sector organisations are developing dynamic foresight leadership capabilities to aid effective policy making and ensure effective service delivery in the face of VUCA extremities. It considers the unique qualities which make up dynamic foresight leaders and the factors which enable or disable their development within UK public organisations. Here presented are the results of semi structured interviews with people involved with dynamic leadership, strategic foresight and public sector planning and policy formulation in 13 UK local governments, with experience across multiple organisations and 3 members from the 3rd sector who are also experts on foresight and strategic planning in government and at different levels. Discussions on broader observations regarding the state of dynamic foresight leadership capabilities and strategic foresight efforts across the UK government are provided while the relevance of findings to opportunities and challenges to institutionalizing dynamic foresight leadership capabilities sector are also discussed.
