Urban resilience is an opportunity for development and poverty reduction,but requires a multi-layered approach. Cities need to strengthen their capacity to withstand disaster risks and reduce the impact of extreme weather and disasters caused by natural hazards on their social, environmental, and economic infrastructure. This research evaluates current frameworks prescribed to cities to build physical resilience to disasters, provides a framework for local governments and suggests indicators to measure physical disaster resilience.
